I've just been reading the Webaroo website (and surprised these guys aren't Aussies). Here's a statement that should make you stop and think:
Webaroo is a free software program and service that lets you search and browse real web pages without a connection. Webaroo's advanced technology makes it simple for you to take the web with you -- and find what you are looking for anywhere, anytime.
SeattlePI has a great story on the founders, Brad Husick and Rakesh Mathur based in Seattle. Obviously you can't really take the entire web with you, so...
With the launch today, the company will offer pre-selected "web packs" related to FIFA's World Cup, 15 international cities and world news.
You can also create your own "web packs". Kind of reminds me of the days of "store offline", when I would tell IE to synchronize certain sites to take with me on my laptop.
Can I see a point in having this technology today? Quite frankly, no. But I am fortunate enough to be online, on broadband, most of the time. Some people aren't quite as fortunate and, for them, this might be worth checking out.
